Permanent Election Day Registration for Illinois?

The following announcement arrived via email:

The Voting Rights Project of the Chicago Lawyers’ Committee for Civil Rights Under Law fielded hundreds of calls about Election Day Registration (EDR) on its November 4th Election Protection Hotline and collected nearly 300 exit surveys from voters who used EDR. Today it released a report, Illinois Embraces EDR, produced in partnership with JustVote and SAAPRI.
The report finds that there is strong demand for EDR in Illinois to ensure equal access to the polls, and that, if made permanent, the state should devote more resources to EDR.  It also shows that 0.25% of voters used EDR, and so it can have electoral significance in a state where the state treasurer’s race was decided by 0.26% of the vote.
The Illinois state legislature is voting on whether to adopt permanent EDR this week.
