The resource, the HNBA Guide to Redistricting: Preserving and Promoting Latino Voting Rights Under Section 2 and Section 5 of the Voting Rights Act, provides a step-by-step tutorial for assessing Latino voting rights under Section 2 and Section 5 of the Voting Rights Act of 1965, 42 U.S.C. 1973.
