“Steven Hill responds to Lee Drutman: Fusion yes, but more study of modern-day uses needed”

Over at the DemocracySoS Substack, Steven Hill adds another post to the dialogue he’s been having with Lee Drutman. Their debate is over fusion voting and, in particular, how it compares to Ranked Choice Voting in solving some of the major structural deficiencies in contemporary US electoral procedures, including the extent to which those deficiencies exacerbate conditions of polarization and extremism. Hill’s points in this post are strong, at least from my perspective, especially where at the end he notes that this is not an either/or situation; it’s possible to have an electoral system that contains elements of fusion and RCV: “I believe,” Hill writes, “fusion and RCV could coexist and even work well together.” In fact, I’ve been workshopping a new paper that does just this. I hope to be able to post a draft of this new paper soon on SSRN.
