Is the California Electoral College Measure Officially Dead?

I seem to recall that today was the deadline to turn in signatures for the measure which would change the allocation of California’s electoral college votes from winner take all to a congressionally based system. So it looks like the measure will meet its demise today.
I’ve written a paper on the constitutional question of electoral college reform by initiative (draft here), an issue which is almost sure to come up some time in the next decade (especially as the National Popular Vote plan continues to be pushed). I’ll be presenting the paper at this Hastings Constitutional Law Quarterly symposium on Feb. 29.
