A Query on FEC Appointees

I’ve just post the following question to the Election Law listserv: “If the Senate does not reach agreement on the pending FEC nominations, those nominations expire when Congress recesses (likely in December). At that point, Could President Bush name new recess appointees to the FEC? If so, is it possible he could (1) rename those whose terms have expired? or (2) name some ‘nominal’ Democrats, stacking the FEC with a majority of Republican-leaning commissioners?”
