“Will California Put GOP Over the Top?”

I have written this oped for the San Diego Union Tribune. It begins: “Might Democrats’ fears of a Republican-backed initiative that would change how California allocates its 55 electoral college votes in the 2008 presidential election lead to a much-needed reform of our initiative process? It is possible that Democratic members of the Legislature, fearing the Electoral College measure, could take steps to eliminate all votes on ballot measures during low-turnout primary elections. That change would be good for the initiative process in California, but legislators will have to act fast.”
