Measuring Congressional Dysfunction

Getting agreement on a metric of congressional dysfunction is difficult.  Here is one measure I haven’t seen before, which is offered in ‘s story today in the WaPo on why Senator Rubio plans to leave the Senate if his presidential bid fails:

In Rubio’s first two years, the Senate held just 486 recorded votes. That was the fewest in 20 years, according to the publication Vital Statistics on Congress.
