“California Schemin'”

Roll Call offers this report ($), which begins: “California House Republicans could wield unprecedented influence over the outcome of their stat’’s Feb. 5 presidential primary, thanks to a move by the state GOP to scrap the traditional winner-take-all system in favor of awarding delegates by Congressional district.”
I must be missing something, because it seems to me that if presidential candidates know that they are going to see their delegates from California allocated proportionally (rather than on a winner-take-all basis), the top few candidates will have less, rather than more, incentive to visit California. It will be very expensive to campaign here, and a candidate might be happy with, for example, 40% of California’s delegates rather than to make a decision use a lot of recources to get above that.
