The State of Georgia has appealed to the United States Supreme Court the three-judge court ruling in Lario v. Cox striking down Georgia’s legislative districting plan on grounds it violates the one person, one vote equal protection rights of Georgia voters. They have also asked the three-judge court for a stay of the ruling pending appeal. The timing is important, especially because Georgia must submit any new plan to the U.S. Attorney General or a three-judge court in Washington D.C. for section 5 preclearance. So the question is whether the lines will be redrawn for purposes of the 2004 elections.
