“Federal judge upholds ban on petition signature restriction”

See this news from Oregon, which begins: “An Oregon ban on paying initiative petitioners by the signature doesn’t violate free speech rights under the U.S. Constitution, federal District Judge Ann Aiken has ruled.” (Thanks to Steven Sholk for the pointer.)
I have not seen this ruling, and I am unsure how this could be right under Supreme Court precedents such as Meyer v. Grant barring states from preventing payment to signature gatherers.
