Potential Poison Pill in DC Voting Rights Bill

Roll Call reports (paid subscription required) that Rep. Sensenbrenner is insisting that a second seat for Utah be done through a traditional district (rather than an at-large seat). The excuse for this is apparently a need to comply with one person, one vote, though as I’ve indicated, that’s a rather frivolous argument. What another traditional district would do would be to give the potential for partisan gerrymandering in the state.
