Court Issues Tentative Ruling Against FPPC in Ballot Measure Lawsuit

You can find the tentative ruling of the court here. The FPPC and amici will still have time to convince the judge to change her mind at a hearing and I expect this to be appealed no matter what the judge does, with resolution ultimately by the California Supreme Court.
From my quick read, it looks like the main problem seen by the judge is the FPPC’s authority to pass this regulation, as well as potential vagueness problems. One point of note on the constitutional analysis. The court writes:
