The directive is here and Cuyahoga County’s possible response is described here.  Interestingly, the directive from SOS Husted, a Republican, cites equal protection issues with some counties sending such applications but not others.  A stretch from Bush v. Gore?  An application of the Sixth Circuit’s recent Hunter opinion?  The directive cites an Ohio Supreme Court case on such equal protection principles.
