I have posted a revised version of Lobbying, Rent Seeking, and the Constitution, which responds to some constructive comments I received from readers and workshop participants. It clarifies the “national economic welfare” rationale to support some lobbying regulations (and potentially some campaign finance regulations as well) against possible First Amendment challenges.
