“Liberal Enclaves”

Very interesting perspective from Cora Chan, a professor of law at the University of Hong Kong, as part of the NYU Law Democracy Project’s “100 ideas for 100 days” series. The essay addresses “subnational regions that enjoy substantially more freedoms, fairer elections, and/or a stronger rule of law than the national entity” and invites readers to consider California (among other blue states) is an example of the phenomenon in a “democratically backsliding nation.” After itemizing the various values of such liberal enclaves, the essay discusses the factors that make them more or less likely to “endure under authoritarian pressures.” The short piece is definitely worth reading.
