At yesterday’s House Administration committee hearing on DISCLOSE, witness William McGinley apparently said in oral testimony (it does not appear to be in his written testimony) that the DISCLOSE Act would rewrite the rules defining expenditures to include internet communications such as blog posts.
Now, Ciara Torres-Spelliscy and Craig Holman have strongly disputed this interpretation of the proposed legislation.
