BNA offers this report ($), which begins: “The Justice Department has decided not to appeal a decision by a three-judge federal appeals court panel, which held that the Constitution’s speech-or-debate clause protects a lawmaker from having to testify in a DOJ probe related to jailed lobbyist Jack Abramoff (In re: Grand Jury Subpoena, D.C.
