The bad news begins with the fact that Pennsylvania still won’t let officials preprocess mail votes before Election Day. Many states do this, including Florida, which is why they can deliver results on election night or soon afterward. Going days without a clear winner helps conspiracy theories take root.

Pennsylvania’s GOP Legislature passed an election bill last year that would have allowed five days of preprocessing. Mr. Wolf vetoed it, since he opposed other items, such as a voter-ID rule. Preprocessing is an obvious fix that wouldn’t help either party and at the margin would boost confidence in election results.
