Iowa Democrats offer to reform caucus to keep their place

AP News: Iowa Democrats are offering to reform the caucus rules to enhance equal participation if they can keep their historical place in the Democratic Party’s presidential primary. The big change is an amendment to party rules to “allow Iowa Democrats to submit presidential preference cards by mail or in person before caucus night.” The move may or may not work. “The DNC has said it is prioritizing diversity, competitiveness and feasibility in its early voting state selection.” Iowa “is more than 90% white” and has not been competitive for the party in a long time.
