Anyone expect Democrats to raise the independent state legislature doctrine, arguing that the NY legislature can draw whatever maps it wants for congressional districts unencumbered by the state constitution? I didn’t think so.

Update: I stand corrected! The Assembly’s defense counsel did raise a version of the independent state legislature theory in its brief:
