Plan Score, the tool the Campaign Legal Center created to evaluate redistricting maps, concludes the proposed NY congressional map is more favorable to the Democratic Party than 91% of prior plans (on one measure) or 78% of prior plans (on another measure). If Democrats win 61% of the statewide vote, Plan Score projects Democrats would win 78% of the seats under the proposed map.
