Details here. I have not yet seen the text of the open primary measure that will go on the ballot. I also don’t know if there will still be an attempt to qualify a different version to go on the ballot. As I understand it, the election will take place in May, the third statewide special election this decade in California (the first being the 2003 recall, and the second being the special election Gov. Schwarzenegger called in 2005 to vote on a package of initiative measures—all of which went down to defeat).
