“Judge’s Ruling Mixed in Long-Running Case Challenging New York City Campaign System”

Bloomberg BNA: “A federal judge in New York City issued a mixed ruling April 4 in a long-running constitutional challenge to the city’s public campaign financing system (Ognibene v. Parkes, S.D.N.Y., Civil No. 08-1335, 4/4/13). New York’s system has been largely upheld in previous rulings, but the latest decision by Judge Laura Taylor Swain of the U.S. District Court for the Southern District of New York struck down one aspect of the scheme: a provision designed to limit public financing of a “sure winner,” who faces little opposition and so does not need much taxpayer money.”
