New, Important Report on Senate Cloture Rule

The Senate Committee on Rules and Administration is pleased to announce the publication of the Senate Cloture Rule, prepared by the Congressional Research Service of the Library of Congress.  The last time such a document was produced was in 1985. The new report documents developments in the use of the cloture rule through the end of the 110th Congress in 2008.

This document is unique in its comprehensive coverage of the history of attempts to modify the cloture role. The document contains every cloture vote from 1917-2008, including vote totals, whether cloture has been invoked, and where to find the vote in the Congressional Record.  This version also includes an expanded Select Bibliography that lists major scholarly works on the filibuster as well as Congressional Publications on the filibuster and the cloture rule, and will serve as an important resource for Congress and for scholars.
