Taking Lobbyists Out of the Campaign Finance Bundling Business

In tonight’s State of the Union speech, President Obama said: “Let’s make sure people who bundle campaign contributions for Congress can’t lobby Congress, and vice versa – an idea that has bipartisan support, at least outside of Washington.”

I make an extended argument for this change in the law in my article, Lobbying Rent Seeking and the Constitution, which will be published this month by the Stanford Law Review.

This was also a key recommendation of the American Bar Association’s task force on lobbying, of which I was a member. [The task force did not consider the arguments in my law review article as a basis for their recommendation.]
