Because voters pay less attention to judicial races, quaint-sounding names and ballot position often trump merit and experience. Studies have shown women with Irish surnames win a larger percentage of the vote in Cook County. A candidate for judge might want to avoid a ballot with a Margaret O’Sullivan or a Cathleen Flannery on it.
