“Yes, McCarthy is still House Republican leader. Who’s the new GOP whip?”

Monkey Cage has an interesting account of the procedures and politics that lead to Tom Emmers’ (R. Minn) election as GOP whip. Beyond a summary of the voting process, a key piece of the analysis is that Emmers has been more central to bankrolling the campaigns of his colleagues. In doing so, it highlights the important role of money in leadership positions. This reminded me of a study a few years back that quantified the amount of campaign funds one needed to raise to secure leadership positions in Congress and highlighted how this explains why members of uncompetitive districts still seek to accumulate campaign coffers.
