Douglas Op-Ed on Kentucky ID Bill

[T]he [proposed] law requires all voters to show a photo ID issued by the federal or state government that lists an expiration date. University-issued student IDs count. But IDs from the University of Kentucky and University of Louisville do not have an expiration date. So it is incorrect to claim that the law allows student IDs for voting: The IDs issued by the state’s two largest universities simply won’t work….

My hope is that the legislature will revise the bill to (1) remove the requirement that student IDs have an expiration date, (2) allow voters with a reasonable impediment to fill out the affidavit at the polls and cast a regular ballot, (3) remove the notarized affidavit requirement for absentee ballots, and (4) delay the implementation until 2021.
