Looks like Mark Herring, the Democrat will be declared the winner by 163 votes, and Mark Obenshain, the Republican will seek a recount (he’d be crazy not too, given the extremely close margin and questions about the process). Obenshain’s statement references the need to assure uniformity, teeing up a possible Bush v. Gore issue.
