The Federal Election Commission has received nearly 12,000 public comments overwhelmingly supporting the latest FEC proposals to write rules to control super political action committees and other campaign spending groups.Despite the number registering support, it was unlikely the comments would change attitudes at the FEC, where the commissioners have been deeply divided for years over whether new rules are needed.
