“Quinlivan sues city over 13 cent penalty, free speech”

The Cincinnati Enquirer reports: “Cincinnati City Councilwoman Laure Quinlivan is suing the city over a 13-cent penalty she paid for using her office computer for political purposes. Quinlivan claims the city’s action violated her free speech rights and wants a judge to throw out part of the city charter that she believes is unconstitutional because it limits her ability to use the Internet.”
