Gov. Brewer Participated in Debate Only Because She Had to Do It to Qualify for Public Financing

See here. We have a brief note in the election law casebook on this requirement, which is imposed by some states. It always struck me as constitutionally questionable, but I've not seen any extended analysis of the conditioning of public financing on a debate.

Even for an extra $1.7 million in financing, it may not have been worth it for Gov. Brewer.
