"CRS Report Highlights Divisions at FEC As Hurdle to Implementing DISCLOSE Act"

BNA offers this report ($), which begins: "Divisions in the Federal Election Commission could hamper implementation of new campaign finance legislation, even if Congress is able to pass a law beefing up current disclosure and other rules, according to a new report from the Congressional Research Service."
