"Prisons and City Elections"

This Iowa Public Radio report is described as follows: "Iowans go to the polls for municipal elections. In the northeastern Iowa town of Anamosa, voters have changed the way they elect their city council. That's because one council member's constituents consisted almost entirely of prison inmates."
