"Primary Reforms"

The NY Times offers this editorial, which among other things calls for an end to caucuses and superdelegates, and allocation of primary votes using a one person, one vote system. In this recent piece for the Northwestern University Law Review Colloquy, I anticipated the call for these changes and discussed the possible constitutional impediments to such a system being imposed by Congress.
