"Repeat Calls Spur a Debate Over Tactics"

This article appears in the NY Times. This is a controversy to watch. If it is correct that federal law requires the identification of the caller at the beginning of these robo-calls, and if the Republicans have not been providing their identity at the beginning of the call, there could be serious penalties eventually coming out of this controversy.
