Smolka on Weinberg's Book on Election Disputes

Richard Smolka is emeritus professor at American University and the editor and publisher of "Election Administration Reports," a biweekly newsletter for election administrators. (I receive his newsletter and find it interesting and informative.) Smolka recently reviewed Barry Weinberg's The Resolution of Election Disputes in the EAR. He has passed on this copy of the review for non-subscribers.
