Thanks to Justice Kennedy’s opinion in LULAC, Democrats had a chance to win in a redesigned TX-23 congressional district. The Washington Post reports that the Democrat, Ciro Rodriguez, beat the incumbent Republican Henry Bonilla by a very large 55-45 percent margin in the runoff. That was more than could have been expected from the re-redistricting. Bonilla received a smaller percentage than he received in the first round of voting on election day, 48.6 percent (reaching 50 would have allowed Bonilla to avoid a runoff).
