Two New Cert Petitions in Election Law Cases

The State of Washington has filed this cert petition in the “top two” primary case, State of Washington v. Washington State Republican Party. I understand that the Washington State Grange has also filed a cert petition, but I have not seen it yet.
Ralph Nader has filed this cert. petition raising the following question: “Do the First and Fourteenth Amendments to the United States Constitution permit a state to penalize candidates who submit nomination papers for public office by ordering them to pay $81,102.19 in litigation costs to political opponents who successfully sue to remove them from the ballot?”
I don’t think either petition is likely to be granted by the Court, but I was wrong about the last “parties” case the Court took, Clingman v. Beaver.
