You can find the table of contents here. Chapter 5 is my contribution, Congressional Power to Renew Preclearance Provisions, an updated and revised version of my 2005 Ohio State Law Journal article.
Many of the articles in this volume were cited in congressional testimony on Voting Rights Act renewal this summer, and the contributions in this book are bound to be looked at as the courts consider the constitutionality of the renewed parts of the VRA. This is a volume people following the VRA debate will want to have.
