Roll Call offers this report (paid subscription required), which begins: “Senior House Democrats launched the latest salvo against the 2005 budget reconciliation act Friday, when 11 lawmakers, led by Rep. John Conyers (Mich.), filed suit in federal court asserting the law is unconstitutional. According to the complaint, filed in the U.S. District Court in the Eastern District of Michigan, Conyers and other Democrats were ‘disenfranchised from engaging in the deliberative process prescribed and required by the Constitution’ and have suffered ‘irreparable injury’ because the House and Senate failed to pass identical versions of the legislation before it was signed into law nearly three months ago.”
