“The Agency That Would Not Die”

Richard Pollock wants the EAC disbanded. In the article, he says that the agency had only a three-year limit of existence. He cites to HAVA, but I can’t find that in HAVA. Can someone tell me what I’m missing, or if Pollock is incorrect?
UPDATE: A knowledgeable reader points out that section 2010 of HAVA authorized appropriations for the agency for 2003, 2004, and 2005. That is true, but that doesn’t mean that the agency would have to shut down after 2005, and therefore it appears that the article’s subhead–“The Election Assistance Commission was supposed to be disbanded in 2005”–is incorrect.
SECOND UPDATE: Another knowledgeable reader notes that from the early drafts, HAVA transferred authority over certain functions from the FEC to the EAC, something that is inconsistent with the idea that the EAC was an agency designed to sunset after three years.
THIRD UPDATE: Another reader points to the four-year terms of EAC Commissioners, which would be anomalous for an agency with only three years of life.
