"Justice Kennedy Deserves Praise"

So argues Ned Foley for the Justice's role in the Texas redistricting case. In other Texas districting news, CQPolitics has posted TX 23: Court Presses for Quick Revision of District's Borders. I'm wondering if the three-judge court members think Justice Kennedy deserves praise.
