I find this very, very puzzling. I worked as an election clerk / inspector in Santa Cruz County in seventeen different elections over twelve years, in seven different polling places. None of the polling places I worked in had accessibility problems, except *possibly* for the ones at UC Santa Cruz, where the distance between parking and buildings was often significant (but that would be a feature of *any* polling place located on that campus). There was a procedure in place for helping voters vote in their cars if necessary, and I do not recall ever being called upon to use it.
