Congress could address persistent criticism of the Federal Election Commission by clarifying controversial issues in campaign finance law or by restructuring the FEC itself, according to a new report from the Congressional Research Service (CRS).The report noted, however, that not everyone agrees that lack of strong FEC enforcement is a problem.
