New Report on Outside Spending and Coordination Rules in State Elections

The NY Times editorial page takes note of a new Brennan Center report, looking at outside spending in state elections.  The report places particular focus on the degree to which the outside spending is independent, coordination rules, and enforcement regimes from state to state.  It’s a nice reminder that that which is considered spending “coordinated” with a candidate isn’t the same state to state, isn’t always the same as the federal model, and doesn’t always follow lay intuitions.
