Hard to see this meeting as more than symbolism. Further, it’s a recognition that Congressional action to fix Section 5 now seems unlikely and any new push on voting rights will have to come from DOJ and private plaintiffs bringing suits under Section 2, Section 3 and other provisions of the VRA and other laws.
