Alaska state legislative districts precleared

See this Anchorage Daily News report.  State legislative districts in Alabama and Mississippi, and congressional districts in New Hampshire (and, of course, Texas districts beyond the 2012 interim plan) still need preclearance, but most statewide plans are done at this point.  And I think that, so far, every single statewide redistricting plan submitted for preclearance through the DOJ’s administrative process has been precleared without objection.  I had the chance to testify about these preclearance rates before the U.S. Commission on Civil Rights earlier this year.
