The court opinion upholds [corrected link] the laches decision of the district court  (via Politico).

This is both expected and the right call, for reasons I have blogged repeatedly about.

Next is a possible emergency stay/injunction to the Supreme Court (though I suppose an en banc consideration in the 4th circuit may be possible).

Given Chief Justice Roberts’ in chambers opinion in Lux, I don’t expect that a Perry emergency motion would get very far.
