From page 22 of the report: “Two complete plans were submitted to the Special Master in advance of the January 9, 2012, hearing: one from the Republican Members of the Reapportionment Commission and a second from the Democratic Members. Both plans comply with one person, one vote by achieving a deviation of no more than one person and both comply with the Voting Rights Act. For different reasons, I rejected both plans and developed the one previously described.”

AP: “Connecticut’s congressional district lines would receive only minor changes under a plan that has been submitted to the state Supreme Court by a special master.”
